<p>Minnesota   youth with disabilities, parents, and advocates are invited to join PACER and   the Coalition for Children with Disabilities on Wednesday, Feb. 17, for   “Celebrating Differences, Protecting Rights: Special Education Day at the   Capitol.” Participants will hear an update on the 2009 Minnesota legislative   session, gain insight into 2010 legislative issues, learn valuable skills for   sharing their personal stories with their legislators, and then will visit their   respective legislators at the state Capitol in the afternoon. <h3><strong>Free Publication   Addresses Inclusive Early Childhood Education </strong></h3>
</div>
<p>“Impact:   Feature Issue on Early Childhood Education and Children with Disabilities” is a   free publication that addresses how early childhood professionals and families   can provide quality, inclusive early childhood education for young children with   and without disabilities. This edition includes an article on KidSmart, a   national early childhood technology program of IBM and PACER designed to help   children with and without disabilities learn in inclusive environments. Other   articles include reflections from parents, practical strategies from researchers   and practitioners, notes from innovative inclusive early childhood programs from   around the country, and a range of resources for families and professionals. <h3><strong>Project C3 Internship   Program Results in Statewide Resource Mapping Tool for   Youth</strong></h3>
</div>
<p>Through a   paid internship program, PACER’s Project C3 (Connecting Youth to Communities and   Careers) has produced a cutting edge Web-based resource mapping tool (<a href="http://www.c3online.org/"><strong>c3mn.org</strong></a>). It is designed to help   youth, families, and professionals find more than 1,000 Minnesota youth   organizations that offer employment, transportation, housing, education, health,   and recreation services. In addition, the database fosters collaborations among   youth-serving agencies and is a nationally recognized model for providing paid   work experiences to youth with disabilities. An innovative effort among several   state agencies and <a title="blocked::http://www.pacer.org/" href="http://www.pacer.org/"><strong>PACER   Center</strong></a>, partners include the Minnesota Department of Employment   and Economic Development&#8217;s <a title="blocked::http://www.deed.state.mn.us/services." href="http://www.deed.state.mn.us/rehab/vr/main_vr.htm"><strong>Vocational Rehabilitation </strong></a> program, <a title="blocked::http://www.deed.state.mn.us/youth/myp.htm" href="http://www.deed.state.mn.us/youth/myp.htm"><strong>Office of Youth Development</strong></a> and <a title="blocked::http://www.deed.state.mn.us/pte/" href="http://www.deed.state.mn.us/pte/"><strong>Pathways to Employment </strong></a>program, and the <a title="blocked::http://cfl.state.mn.us/html/mde_home.htm" href="http://cfl.state.mn.us/html/mde_home.htm"><strong>Minnesota Department of   Education</strong></a>. These organizations came together with local Workforce   Centers and high schools to support internships to help local youth learn, earn,   and participate in community activities. <a title="blocked::http://www.c3online.org/C3OutcomesSummarySept09.pdf" href="http://www.c3online.org/C3OutcomesSummarySept09.pdf"><strong>Read more</strong></a> about project outcomes and   how Project C3 has made a difference in the lives of youth with   disabilities.</p>

</div>
<p>Parents   can use the tips in this new resource to help their children be ready for   kindergarten. <h3><strong>College Preparation   Checklist is Expanded, Updated</strong></h3>
</div>
<p>The U.S.   Department of Education&#8217;s popular college preparation checklist has been   expanded and updated. The checklist provides a “to do” list, starting with   elementary school, to help students and parents prepare academically and   financially for education beyond high school. The publication also   includes information for students getting a late start preparing for college,   and adult students who have never attended or finished college. <h3><strong>CDC Offers Flu   Information and Resources for Parents of Children with High-risk Medical   Conditions</strong></h3>

<p>The   Centers for Disease Control and Prevention (CDC) has developed “Seasonal and   2009 H1N1 Flu: For Parents Who Have Children or Adolescents with High-Risk   Medical Conditions.” The brochure provides specific information regarding which   children are considered to be at risk, including those with asthma; neurological   and neurodevelopmental conditions; chronic lung disease; heart disease;   disorders of the blood, kidney, liver; disorders of the endocrine or metabolic   systems; and more. <a href="http://www.cdc.gov/h1n1flu/childcare/toolkit/pdf/H1N1Seasonal_HiRiskChildren_Final.pdf"><strong>View it</strong></a>.</p>

<p>The World   Community Grid is an IBM effort to link computers worldwide and put idle   computer time to use in aiding projects that benefit humanity. The grid is built   upon an IBM infrastructure and includes IBM support. To become part of the grid,   members install a small, free software program on their computers. When their   computers are on but not being used, the program connects to the World Community   Grid’s server, performs computations, and sends the results back to the server. <h2 id="2">FREE Computer! &ndash; Project KITE Spring 2010</h2>
<p><img border="0" width="192" height="185" src="http://www.pacer.org/stc/list/images/technotes_2009dec_clip_image001.jpg" align="right" hspace="12" alt="childrens computer" /><a href="http://www.pacer.org/kite/">Project KITE</a>, a free program for early childhood personnel and parents of young children with disabilities in Minnesota, is funded by the Minnesota Department of Education. The primary goal of Project KITE is to foster inclusion of children with disabilities through the use of innovative assistive technology. </p>
<p>Three complete teams are needed to make the Spring 2010 session complete. Teams consist of:</p>
<ul>
<li>a parent of a child with special needs</li>
<li>the classroom teacher</li>
<li>one other related service provider</li>
</ul>
<p>To be considered for Project KITE, three applications must be received:</p>
<ol>
<li>from a parent or guardian of a child with a disability who is currently enrolled in an early childhood inclusive environment including first grade (ages 3 to 8);</li>
<li>the child&rsquo;s teacher; and </li>
<li>a service provider (SLP, OT, PT, paraprofessional, asst. teacher, etc.) who also works with the child.</li>
</ol>
<p>Parents and professionals will learn to use assistive technology together through five hands-on training sessions, starting January 2010 and ending May 2010. KITE trainers will provide participants with knowledge and confidence to select, modify, customize and incorporate appropriate technology to improve educational outcomes. Trainings take place at or near the child&rsquo;s school.</p>
<p>Participants (parent and classroom teacher) are loaned a computer, digital camera, printer, and several customizable software programs for the duration of the training session.</p>
<p>Upon completion of Project KITE, each participating team will receive a FREE Young Explorer Computer (pictured above) valued at over $2,500 for the classroom to help continue to promote inclusion among students. Young Explorer Computers are donated by IBM and come pre-loaded with award winning educational software.</p>

<p>The Summer/Fall 2009 issue of Impact, a publication of the University of Minnesota published by the Institute on Community Integration (UCEDD) and the Research Training  Center on Community Living, features PACER&rsquo;s 2008-2009 KidSmart partnership with IBM. The article highlights the benefits of technology and inclusive education.</p>
<h2 id="4">FCTD Collaborates with SEAT Center to Understand Family Technology Use Patterns</h2>

<p>The <a href="http://www.fctd.info/">FCTD</a> has collaborated with the <a href="http://www.seat.ilstu.org/">Special Education Assistive Technology (SEAT) Center</a> at Illinois  State University to create an online survey to identify family preferences and needs for computer-based technologies. <p>Reuse Assistive Technology with PACER&rsquo;s SUPER Service.</p>
<p>Buying and selling used assistive technology is an excellent way to recycle, reduce waste, and save money. That&rsquo;s why the Simon Technology  Center created SUPER (Still Useful Product and Equipment Referral Service), an online assistive technology listing, where buyers and sellers can connect to exchange used assistive technology. The service is free and easy to use. Users can post their items by completing the online Item for Sale form. Buyers can browse the listings at any time for assistive technology products ranging from wheelchairs and scooters to augmentative communication devices and accessible vehicles. The follow types of assistive technology items can be posted on the SUPER Services site:</p>

<h2 id="6">Did You Know? Alternatives to Fingers on the iPhone</h2>
<p>If you or someone you know has trouble using the iPhone&rsquo;s touch keyboard, there are some workarounds that might just do the trick.</p>

<p>One option is the <em><a href="http://tenonedesign.com/stylus.php">Pogo iPhone Stylus</a>, </em>a specially designed stylus for the iPhone. Even though the iPhone touch screen is designed to respond to the touch of your fingertip, the Pogo stylus somehow fools the iPhone into thinking it is really a finger. The stylus can give the user greater precision with the selection of on-screen items. The Pogo iPhone Stylus retails for around $15.</p>

<p>For those who would prefer to use a regular computer keyboard instead of the iPhone&rsquo;s touch keyboard, there are several options. Since there isn&rsquo;t a way to directly connect a USB keyboard to the iPhone, you will need an adaptor to make the connection, such as the iPod&rsquo;s Camera connector accessory that costs about $25. If you want something more integrated, take a look at keyboards with integrated iPhone docking stations, like the iConnect Media Keyboard which retails for around $130 (<a href="http://www.ihomecomputer.com">www.ihomecomputer.com</a>) </p>

<h2 id="7">Tech Tip: Capturing an Image on Your Computer Screen</h2>
<p><strong>How to take a screen shot </strong><br />
						Taking a screen shot (also known as a screen capture) is essentially having the computer take a picture of what is on the screen. There are countless times when it is easier to show someone what is on your computer screen than to explain it in words over the phone or in an email. For example, if you are trying to teach someone how to use a new program through email, or you are having technical problems and need to show your IT person what is going on, or you are writing an article/report on a software program and want to show examples of what it can do, sharing a screen shot will help!</p>
<p><strong>Windows</strong><br />
						<img src="http://www.pacer.org/stc/list/images/technotes_2009dec_clip_image012.jpg" alt="windows screenshot" width="216" height="135" hspace="12" align="right" />Taking a full screen shot is easy. Simply press the Print Screen button on your keyboard (on laptops it may be abbreviated i.e. PrtSc). This puts a picture of your screen in the computer&rsquo;s clipboard, which is exactly the same as when you copy text or an image. Then you can open a program like Word, Notepad, Paint, or Outlook and paste it with either Control &ndash; V or right click &ndash; Paste. If you just want a screen shot of the current program you are using, hold down Alt when you press Print Screen.</p>
<p>If you want to edit the screen shot, use a paint or image editing program. In paint you can do things like draw arrows or circles to point something out, or you can crop the screen shot to include only the details you want.</p>
<p><strong>Mac</strong><br />
						<img src="http://www.pacer.org/stc/list/images/technotes_2009dec_clip_image014.jpg" alt="mac web browser screenshot" width="204" height="127" hspace="12" align="right" />On the Mac there are two ways to take screen shots. First, there is a program that comes on every Mac called Grab. You can find it in the folder Applications &ndash; Utilities. With grab you can capture pictures of the whole screen, the front-most window, a selected area, or you can even do a timed countdown capture.</p>

<p><strong>Second, you can use these shortcuts: </strong><br />
						*Hold down the command key(or apple key on older  computers) and the shift key, then press the number 3 to take a       picture of the entire screen and save it on the desktop. </p>
<p><strong>OR</strong></p>
<p>*Hold down the command key and shift key, then press the    number 4 which turns your cursor into crosshairs which you    can click and drag to select an area of the screen to capture.  You will hear a shutter sound when an image is captured using either shortcut.</p>

<p>The <a href="http://www.earlyliteracylearning.org/pgparents.php">CELL practice guide</a> for December focuses on taking turns with your toddler to improve his/her social skills. Most toddlers are starting to develop the ability to take part in real interactions with the people around them. But before children can take part in meaningful interactions, they need to learn skills such as how to take turns. Involve your child in taking turns with games, conversations, finger play, and sharing toys. Play with your toddler by taking turns with a toy, talking about what you are doing, and encouraging her to do the same. These activities will help develop the skills she needs to interact well with others. </p>

<h2 id="12">Top Ten STC Staff Picks from ATIA Chicago</h2>
<p>1. <a href="http://www.niu.edu/PubAffairs/RELEASEs/2007/june/myvoice.shtml">Project MY VOICE</a> is three-year project between Northern Illinois University and Indian Prairie School District 204. The purpose of the project is to help students with cognitive disabilities learn how to advocate for themselves during the IEP transition process. Using technology such as video cameras and power point, project participants build a presentation using a template with built-in supports such as teach prompts and leading questions. Contact project coordinators for information on these templates.</p>
<p>2. <a href="https://store.ablelinktech.com/store.php?crn=200&amp;rn=372&amp;action=show_detail">Living the Smart Life</a> is a 15 minute DVD that highlights using technology to make a difference in independence for people with cognitive and intellectual disabilities. This 15 minute story will delight and inspire. The DVD is available for check out in the <a href="http://www.pacer.org/stc/library/">Simon Technology Center</a> Lending Library. Some of the tools highlighted in the video, including the <a href="http://www.ablelinktech.com/_handhelds/pocketendeavor.asp">Pocket Endeavor</a> (software) and the Pharos Traveler GPS 535x (Pocket PC) will also be available for demonstration.</p>
<p>3. <a href="http://www.oatsoft.org/Software/dspeech">DSpeech</a> is a free open source program that combines Text To Speech TTS with Automatic Speech Recognition. It reads aloud the written word and chooses sentences based on the vocal answers of the user. There are several steps so be sure to read through all of the directions for <a href="http://dimio.altervista.org/eng/">downloading</a> and using.</p>
<p>4. <a href="http://people.uncw.edu/mechlingl/">Dr. Linda Mechling</a> presented information on the use of video modeling in a session titled &ldquo;Use of Video Prompting, Via a Portable DVD Player, Laptop Computer, or PDA as Self-Prompting Devices for Persons with Moderate Intellectual Disabilities.&rdquo; She presented great examples and referenced several research studies on the use of video modeling. </p>
<p>5. <a href="http://www.clickandgomaps.com/">Click and Go Wayfinding Maps</a> produces maps for persons who are blind or deaf/blind. Modeled after the directions feature in Google Maps, Click and Go provides users with customized mobility friendly walking directions. </p>
<p>6. <a href="http://www.megabee.net/">Mega Bee</a> is an electronic eye gaze board that gives voice to previously low tech eye gaze systems with no voice out put.  Called a simple-to-use assisted writing tablet, users indicate choices with eye gaze and eye blinks that are added to a message window by a facilitator. When the message is complete, the facilitator activates the message.</p>
<p>7. Information was presented on creating DAISY files using Microsoft Word/Open Office (<a href="http://www.gh-accessibility.com/at/training/webinars/webinar001/">Creating DAISY Text in Word/Open Office</a>). The Word to DAISY translator or plug in allows users on Word (XP, 2007 and 2003), who are working with Open XML, to easily convert Word documents to DAISY &#8211; also called the talking book format. <p>8. <a href="http://www.literactive.com/Home/index.asp">Literactive</a> &#8211; is a free Web based tool for literacy. The site contains free handouts, tips for guided reading, and over one hundred reading activities. Materials and access to the site is free but registration is required. <a href="http://www.literactive.com/Home/index.asp">Literactive</a> was developed by educators and technical professionals. </p>
<p>9. <a href="http://www.cross-plus-a.com/balabolka.htm">Balabolka</a> is a free Text-To-Speech (TTS) program that works with Windows operating system (2000/XP/2003/Vista/7). It does not come with its own voices, but rather uses voices on your computer. You need at least one voice to operate the program. <p>10. <a href="http://www.monarchtt.com/">VizZle</a> is a Web-based subscription software that allows users to create individualized interactive teaching materials. Anywhere there is access to the internet, a user can create, share and use. Materials can be printed for table top activities. VizZle also works well with interactive tools such as touch screens and white boards. <p><strong>Alexa Posny Confirmed as Assistant Secretary to OSERS</strong><br />
The U.S. Senate has confirmed Alexa Posny as Assistant Secretary for Special Education and Rehabilitative Services (OSERS) at the U.S. Department of Education. Posny comes to the Department of Education from Kansas where she served as Commissioner of Education for the state. Prior to her work as commissioner, Posny served as the director of the Office of Special Education Programs (OSEP) for the U.S. Department of Education, a position in which she assisted state and local efforts to effectively educate all children and youth with disabilities. <a href="http://www.ed.gov/news/pressreleases/2009/10/10082009.html" target="_blank">More</a></p>

PACER’s Simon Technology Center open house is Saturday, Nov. 14, from 10 a.m. to 2 p.m. The theme of this 22nd annual event is “Trends and Technology Tools; Come See What’s Cool!” Open to people of all ages and ability levels, the event highlights cutting-edge assistive technologies, including options for communication, computer accessibility, education, early childhood, literacy, recreation, vision, and more. <p><strong>New Report Urges Health Care Reform for People with Disabilities</strong><br />
The National Council on Disability (NCD) has released a report titled The Current State of Health Care for People with Disabilities, calling for immediate health care reform for people with disabilities. Disability Rights Education and Defense Fund (DREDF) led the team that researched and wrote this landmark report. According to NCD Chairperson John R. Vaughn, “NCD undertook this study in 2007 to focus the nation’s attention on the health care disparities experienced by people with disabilities, and to provide information and recommendations that can help to eliminate health care inequities for people with disabilities.” The report, released Sept. 30, provides a road map for eliminating the pervasive barriers to health care for people with disabilities, highlights the health care disparities experienced by people with disabilities, and makes recommendations to eliminate health care inequities. <a href="http://www.ncd.gov/newsroom/publications/2009/HealthCare/HealthCare.html">More</a></p>

This online resource helps people to better understand the nature of different learning disabilities as well as identify appropriate and effective educational software to deal with specific cognitive and achievement deficits- as identified through common learning disability testing instruments. It will trace the recent evolution of this technology and the implications for today’s young students, college students, working adults, and seniors.</p>
<p>After a career  at Bell Laboratories, <strong>William Bielawski</strong> joined The Chicago Lighthouse for People Who Are Blind or Visually Impaired as Director of the Adaptive Technology Center and Office Skills Training. Bill was co-founder of the Illinois Association for Parents of Children with Visual Impairments (IPVI) in 1986 and is its President.  Bill is also the Blindness Strand Advisor for the Assistive Technology Industry Association (ATIA) 2009 Chicago Conference in October.</p>
